Temple has been working for five years to set up the study. Patrick Reilly, trauma chief at Penn Presbyterian Hospital, a study partner, said doctors and society tend to think more is better.

“If this is not a public health crisis, I don’t know what is,” she said.

Karen Maschke, a scholar at the Hastings Center, a medical ethics think tank in suburban New York City, said the experiment appears ethically sound.

And every resident of or visitor to Philadelphia could become a study subject, though the biggest effect will probably be in the most violent neighborhoods – poor, mostly black sections where people are skeptical of essentially being experimented on.

“You’re using people to do this study,” said Charles Lanier, head of a neighborhood revitalization group. But supporters of the study say that for victims who are bleeding through an open wound, these procedures may cause an increase in blood pressure that can accelerate blood loss and death.

Philadelphians who don’t want to participate in the study if they are ever wounded can opt out by wearing wristbands indicating their wishes. Nearly 1 in 5 victims died.

“All of the evidence we have points to us being right, but if we are wrong, we will end the study early,” Maher told the community group.

“If we said we were going to give another medicine, people would tend to go, ‘Let’s see if this works,'” he said. “This might be a situation where more isn’t better.”

The study is expected to start in the fall and last five years, or until doctors have about 1,000 patients, whichever comes first. As part of the process, Dr. Of those victims, nearly 700 were black men ages 18 to 34.

Maher, who is white, gave a 20-minute slideshow at a recent meeting in Hunting Park, a largely black and Hispanic neighborhood. They can obtain a wristband by filling out a form online or on paper.

Now, in a bold effort to stem the bloodshed, several Philadelphia hospitals are about to conduct a citywide experiment that will ask: When gunshot or stabbing victims are being rushed to the emergency room by ambulance, could paramedics do more to save them by doing less?

It’s a counterintuitive approach that could test long-held beliefs and change practices at trauma centers across the country.

The Temple surgeon patiently laid out her case, even as she acknowledged the selection process is “like the flip of a coin.” Retrospective studies, she said, have shown that gunshot and stabbing victims given basic life support – such as an oxygen mask, CPR or immobilization – had an 18 percentage-point survival advantage over those given advanced procedures, such as intubation, in an ambulance.

During the study, paramedics treating adults who have been shot or stabbed in the torso will, on a random basis, not insert a tube down a victim’s throat or administer intravenous fluids – two traditional life-saving techniques some doctors say may actually harm such patients.

Last year, there were 236 homicides in Philadelphia and more than 1,200 shootings, or one roughly every seven hours.

Yanitza Gonzalez, a councilwoman’s representative, chimed in: “It’s almost like we’re gambling with people’s lives.”

Las Vegas may finally land a professional sports franchise

Internet Gambling Ban: Why You Should Oppose It

They both believe they can predict the future, and they sometimes fall into the trap of making decisions with their hearts instead of their brains.

In the long run, investors have the chance to make more money because there are fewer downside risks. And of course, they both hate to lose.

That’s the percentage of time that Stovall’s research shows the S&P 500 — the gold standard in the stock market — has increased in value during the years since 1926.

However, someone sinking $500 into Apple stock has little risk of losing that entire initial investment, especially in the short term.

Threshold Preview : Windows 10 for the Not-Very-Techies

Now the reason I ask this out loud is because I have recently been using a local server stack called XAMPP and the default ports for Apache (I am digressing onto web servers for a moment) is the same as Skype. Now that might be because I have opened up a number of virtual units, but then when I want to open a new instance of Internet Explorer the computer insists on going back to my first screens where I have an IE window open.

It’s Back!The Start MenuIt’s something I hate with Windows 8 installations. That is not surprising as most of the final code is being written and only some of the apps and features were included.

There is one problem though – and if they don’t change it I probably would not use Task View.

If you already use Windows 8 or 8.1 then you will know that Microsoft prefer you to set up a Microsoft Account. There are actually great benefits to doing this such as easily accessing your Skype, e-mail and cloud storage with a single sign-on, as well as of course Microsoft also being able to selectively target you with advertising or storage add-ons.

Now I should really bring in my good lady wife. We are going to look at what is coming to a PC near you and why you should be considering your next OS upgrade.

During the installation process there were a number of options that are clearly tailored to making it as easy for first time installers as possible. When you log off, they are gone. Not good when you want to use the same computer and don’t want to go fiddling with ports!

Now I think that this is a great idea and would certainly appeal to me when I am working away from the office; but there is no mention as to whether this is also going to work with Windows 10 tablets that you then connect a keyboard to using Bluetooth! 

 Even if you don’t think you will use the new features; you might as well upgrade to restart the technical support clock!

Windows 10 is expected to be one the biggest overhauls of a Microsoft operating system since they abandoned Windows Millennium Edition.

If you are currently using Windows 8 (or 8.1) –

they are giving you a free upgrade to Windows 10.

The Facebook app I also downloaded from the Windows Store is modified from the common mobile phone apps. Simple slider switches asking you if you want to enable “Do Not Track” as default on Internet Explorer and whether you want Bing as your default search engine were prominent. The Start Menu was rubbish, otherwise known as non-existent, until the 8.1 update.

The first installation of the Windows Technical Preview took less than 15 minutes. This is probably an edition of Windows that you would be familiar with as Windows 7 (or 8) Pro; there are other editions available for previewing if you are more likely to be heading for use in an enterprise environment.

Windows 10, codenamed Threshold, is coming though.

In order to tell you about Windows 10, also known by it’s codename of Threshold, I have played with the Windows Technical Preview that has been available to download and install for some time. That means that some of this information might be slightly out of date while I catch up and see what we have here. 

For the new Windows 10 desktop though, our Start Menu is making somewhat of a return albeit with subtle changes and incorporating metro style tiles in the new install. 

You see when I go into “desktop 2″ and open something like the Windows Store then it opens in all the later desktops. The thing is though that Windows 10 is that it is increasingly tailored to be idiot proof like it’s rival Apple OS’s. As you can see to the right, I have started up a few of these virtual desktops but I wonder if there is a bit of work to be done.

To Tie or Not To Tie?

This is going to be an article that I consider “living” and I will update it as often as I can so that you can make an informed choice that you want to upgrade to Windows 10.

The Windows Store allows you to install many programs and apps directly from the shop window like you can for your most popular smart cell phones; and for those that are already familiar, most of the apps and games seem to be similar to those found for Windows 8.

This great thing is though, this is going to make it so much easier for the likes of you and me to go out and take photographs using the tablet’s camera and then almost immediately publishing them to InfoBarrel and connecting the keyboard to do all the writing!

If this is the intended feature then I can not see half of the point of it.

Something I am wondering though, because I have not thought about it while logged onto Windows Technical Preview, is whether the computer ports will work differently. I wonder if this quiet push to re-engaging users with Microsoft products is going to be a long term issue.

As you can see left, metro-style tiles will still be size adjustable, allowing a bigger preference to programs you use the most or are more likely to need when you are inebriated and using the touch screen on your laptop or tablet.

If you are thinking that you will need different desktops because sometimes you use a Bluetooth keyboard with your Windows 10 tablet then fear not; Microsoft have thought of that too. It was clearly optimised for a touchscreen.

You can set up a user account that is completely local and I have yet to decide whether my Windows 10 administrator is going to be cut off from the online world. She has said she like the ideas of a tiled start menu though, so when the newer updates are ready we should hope for this to stick around.

Multiple Desktops

New in Windows 10 (albeit not to other operating systems) is the virtual desktop. I doubt the Windows Store will ever be as strict as the Apple “iFranchise” but I bet someone somewhere with Windows 10 will eventually prove themselves to be a better idiot.

InstallationIt was Quick – but don’t read too much into that

Now the most important thing to remember is that the installation process is definitely going to change. She is severely sight impaired and has to use her gadget and devices on low resolutions. It looks awful and Windows clearly needs to avoid a “one OS for all” policy.

Task View, which to be honest is similar to using good old ALT+Tab window switch, will allow you to switch through these virtual desktops. The rumor is that this preview is going to be locked down soon so not everything will be from the horses mouth (or rather my horse sized fingers) and I will also look to what everyone else is saying as well.

As you can see, there is so much going on now with the new Windows 10 previews that I have had to start writing and as I experiment with the new features then I will update this piece as I go along.. The third party solutions on Windows such as VirtuaWin already offer a vast extension of the new Microsoft “feature” and lets be honest, if you are already a virtual desktop power user then you are probably already using Ubuntu or another Linux distribution.

I tried out the new store downloading a few games and I found that for the games I downloaded there was no way to play the game with your keyboard. Continuum, from the demonstrations I have seen, show a Microsoft Surface tablet-hybrid and the basic idea is that when you attach the keyboard then it works like a netbook/laptop, but when you disconnect the keyboard then it will work like a tablet computer.

It is worth pointing out that there is a new build which has been released in the last few weeks. I can keep all my games on one virtual desktop (I have an ever-increasing Steam library) while working on web development on another and my InfoBarrel tasks on a third.

The virtual desktops that are created are not permanent. I started at Evaluation Build 9841 which is the first public beta preview

New Jersey allows sports betting

The seaside resort has already lost three of the 12 casinos with which it began this year, and a fourth one is due to shut its doors next week; about 8,000 casino workers will have lost their jobs since January.

In addition to the directive, Christie also had the state file a motion in federal court asking a judge to clarify or modify a February 2013 ruling that blocks a licensing program New Jersey had passed for sports betting in the state.

The professional football, baseball, basketball and hockey leagues, as well as the National Collegiate Athletic Association, all opposed New Jersey’s effort to legalize sports betting, saying it could give the appearance that the integrity of the games has been compromised.. Like others, we recognize that legalized sports betting is inevitable, and will be a good outcome for customers, states and the sports leagues. Raymond Lesniak, one of the legislature’s strongest supporters of sports betting. Nevada has allowed betting on sports for more than 60 years, and Delaware, Montana and Oregon have at times permitted more limited betting. — Gov. Supreme Court declined to hear New Jersey’s appeal in June, saying, “You know, that’s the way it goes.”

His action, through the state attorney general’s office, is likely to be challenged by the professional and collegiate sports leagues that fought New Jersey’s efforts to overturn a ban on sports betting in all but four states. Other leagues and the NCAA did not immediately return messages Monday.

Dennis Drazin, an attorney and adviser to the New Jersey Thoroughbred Horseman and Monmouth Park, told ESPN in early September that he believes the track could have an operating sports book within three weeks after legalization.

The governor says sports betting is legal under previous federal rulings as long as wagers don’t involve a collegiate game played in New Jersey or a New Jersey college team elsewhere in the country.

Monmouth Park, a thoroughbred track in Oceansport, New Jersey, has been outspoken that it will take the lead once sports betting became legal.

Voters in New Jersey overwhelmingly endorsed legal sports betting in a nonbinding referendum in 2011. “The motion simply would clarify and formalize that authority and give clear guidance to casinos and racetracks waiting to open a sports pool in New Jersey.”

The move is a turnaround for Christie, who initially seemed resigned to defeat once the U.S. CEO Joe Asher said in a statement. This is all over but the shouting.”

N.J. Rachel Ryan, a spokeswoman for the Meadowlands Racetrack said Monday that the track has no plans to offer sports betting now.

A month ago, Christie vetoed a bill that would have pushed New Jersey to circumvent the federal ban on gambling on professional and college sports.

The move came hours before Christie was to convene a closed-door summit on the future of Atlantic City.

“Based on the arguments of the sports leagues and the United States Department of Justice, the 3rd Circuit has already ruled that New Jersey can carry out sports wagering as described in today’s statewide directive,” the governor’s office wrote in a statement. State lawmakers soon enacted a law to allow for betting at tracks and in casinos. State Sen. Christie said at the time disagreed with the court decision but feels the law is “sacrosanct.”

“Victory at last!” said state Sen. That effort ended with the U.S. Bets wouldn’t have been taken on games involving New Jersey colleges or college games played in the state.
